89 ranger rear brake issues

Question : after installing new shoe's on my 89 ranger I have had trouble adjusting the star wheel that extends the brake shoe's to proper functioning distance from the drum. I know how to adjust them and can't get the passenger side to shy up to the drum, its always either too much or too little. The drum does not need to be turned and the hardware for the brake is brand-new. Is this a parking brake line seizing issue(as I experienced on the drivers side) or am I just missing the mark. Also when I brake how much give or mush am I suppose to feel in the pedal if I have brake booster? Is it suppose to brake real slow with a soft point in the middle that feels like stepping on a balloon until It mashes down and the tires screech to a halt or do I just need to bleed the brakes again??
