90 ranger 2.3 L help me please

hi guys,im new to this site. i have a 1990 ford ranger 5 speed with the 2.3 L engine. it loses power going up even the smallest hill,it loads up on gas and fouls out my plugs, it has trouble picking up and getting going,it goes between 800 and 500 rpm when idling, and it runs threw gas like theres no tomorrow. it drank down 25 bucks in gas in 17 miles.

i have replaced fuel pump and sending unit, the forward most O2 censor, the plugs and wires, the fuel pressure regulator, and the fuel filter and none of it has helped.

who ever owned the truck before me cut out the Kat and lowered it a lil, now i know its using some extra gas because it is pushing the front wheels harder to get them to move because they did not lower it the right way,but im wondering if there are normally more than one O2 censor other than the one right on the exhaust manifold. does anyone have any ideas ?

:(:(
