99 ranger blowing fuse #21 (flasher)
 

Ok, so my turn signals stopped working recently just after I had done some exhaust work. The only seem to short out when using hazards or the right blinker (which is the side of the exhaust).
But, the right blinker was working fine until I turned the steering wheel which caused the fuse to blow again.
The wipers, brake lights etc all work.
I had the steering cover off and couldn't see any bad wires. I have a feeling it is a short somewhere but I'm not really sure of the best way to find it. I have a multimeter...
I'm assuming the multifunction switch is fine since the wipers etc still work...

What should I do?
