Looking for a good starter camera that would take good pictures. Is this a decent camera for the money?

Honestly.. if you want a good quality camera... I currently use Canon. Nothing wrong with it I also have a Nikon D3000. The best quality camera to learn off of is a Fuji Film S1500. It's not a DSLR but has a few features of a DSLR. It cost about 215.00 It comes with a case and cord and owners Manuel.

You can if you have a local Walgreen's or Walmart. I believe they can e-mail you all the pictures you develop, but don't quote me on that because I've never had a film camera, lol.

Okay dumb all that down for me. All I know is I want something that has manual focus, and not just a walmart digital camera like I have now. I would like it to be digital so I can put them on my computer easily.

That is a film camera. Most film manuf's. are stopping or have already stopped production.
I suggest a DSLR (Digital Single Lens Reflex) camera.
I am a Nikon man myself. Nikon lenses come are available in a wide variety of types and can be used with older - read less expensive bodies.
Canons are also very good cameras with good lenses.
Spend a few hours reading up on the last few years of tech.

Keeping in mind that my price range would be $250 max, and I dont have a problem with buying used either.

see im witrh vinny, i would love some sort of dslr in that price range, im no photo guru or anything, but i want to be able to take pictures with no shutter lag... action shots work waaaaaaay better that way.

With one of those ^^ will it have manual focus? Thats mainly what im looking for, im fed up with auto focus screwing up my pictures all the time.

The D50 is a manual/auto focus camera.
Please read up on a few cameras and lenses.
Almost every camera can be set to full manual or full auto with the ability to control each and every aspect separately in between.
Lenses can be focused manually or you can use the auto focus feature.
I can choose from several focus features. Single point, multi point, off center right, off center left, top of frame, bottom of frame, etc.
With digital you aren't held to one ISO setting for a whole roll of film. Auto ISO will change with almost every shot. Set the ISO manually and experiment.
Digital cameras are truly fascinating and are packed with features that few people ever use.
The software used these days is often better than human input. A camera can tell what lens is mounted and can use it to it's best abilities.
