Default Engine Swap
I have a 1996 Ranger with 3.0l V6 and I was planning on putting a 289 v8 in it from my uncles 1967 ford mustang and I was wondering if I do this do I still have to get it smogged every other year oh and I live in California if that is important

Don't do it, you'll never pass smog legally. CA law on engine swaps is that it must be from a vehicle that is the same year or newer and must have all the smog equipment swapped over also for it to be legal. Then take the documentation showing that to the BAR inspection so they can certify that its smog legal.

I'd say find a 97 explorer 5.0 motor and swap it in.

Google any state you will live in, for their laws on engine swaps before starting its pretty simple
