Default block heater? or coolant heater

so i just replaced the air filter on my ranger and i found a strange cord and followed it into the bumper it appears to be a block heater but it doesn't go to the block it goes to a cylinder with coolant hoses attaching to it so is a coolant heater? and how can i tell if it works or even test it i already plugged it in for 30 minutes and it didn't feel any warmer

Sounds like its an aftermarket thing. I dont know that rangers that old came with block or coolant heaters. Take off that hose and do some looking.

I have one. It must have been a city truck. It's not an aftermarket thing. It came with the vehicle because the city used them. Now I don't know if they used the heater block itself, but I do know they were originally put on the truck at the factory.

many are pumps that just keep fluid circulating to prevent freeze
