I'm no expert, but I wouldn't recommend a 600cc sport bike for a beginner. Look for a ninja 250 or if you're a big guy maybe a ninja 500. Any bike demands respect, but a 600cc machine is very powerful and can get you in trouble in a hurry. The good thing about the small ninjas is they are often used as beginner bikes. You can get a really nice one with your budget, and sell it for what you paid in a year when you are ready.
I don't mean to sound like an old man or anything, I just don't want to see anyone get hurt, or worse.
Edit: sorry I missed the 6'3" part. That may work for the ninjas but I'm not sure. There are plenty of other options though. Google beginner bikes.
