I've always wondered if and when they will use some sort of thermal/night vision or the likes to determine if your wearing a seat belt!

Wow is all I can say, but I know that Cleveland P.D. is using or soon to use the camera portion of computerized scanning plates. I think it opens the door for some problems " like probable cause ", however, with the many drivers wanted under suspension and such I feel that technology can get criminals off the street. I can't say how many times in the last year alone that the news has run a story about a suspect wanted or arrested after his 4th or 5th D.U.I. If police can get the criminal off the street before a criminal act occurs then the public will be more protected.

I'm pretty sure the local PD here has been part of these prototypes. I pulled up behind a marked car one time that had 3 black cameras on the trunk. One was facing me, the other two were facing the traffic lanes on either side of the officer, pointed forward as if they were set to record plates. Pretty interesting stuff for sure.

There are several companies that make the scanners for the plates. As far as probable cause for running a plate, the Supreme court has ruled that the license plate is the property of the RMV not the vehicle owner. It can be queried for any reason and does not require any probable cause. Any subsequent stop however does require a violation in order for a vehicle to be stopped. I.e if the owner's license status was suspended for instance.
These scanners actually save a lot of money for the departments because the stops that are made usually result in more arrests.

this. and also i think that as a result of this, more repeat offenders can be caught and dealt with. I feel like they wont program the computers to alert the officer of an infraction if they only have one or two offenses.

Most of the computers that I have seen just run the plate number and like any other computer in a police car. The only difference is that these can run multiple in a short amount of time.
Also if there is a bolo (be on the look out), on the vehicle it will trigger an alarm.

I'll have to remember that, next time I buy a new car I'll send them a bill for the plates.

and i have seen one of those cars in my town, i was like "WTF!?!??!?! that car looks slower than hell! bet it cant outrun a sport bike..." lol

Bolo means "be on the look out" like said before. Its for criminals with outstanding warrants /people who have outstanding fines/ tickets/ sex offenders that to dot check in/ amber alerts etc. On the cars its tied to a computers screen that alerts the officer when a bolo suspect is within the area due to license plate cameras, etc. Pretty darn good way of being able to see who is who if you ask me

I've also seen some other technology here as of late that is kind of scary. In the past you could always tell which was a cop car and which wasn't because in the past all of them had enough antenas to broadcast tv including the unmarked ones. Well today I had a truly unmarked state trooper pull next to me at a traffic light. There was only 1 antena that I saw and that was no doubt for the radio that comes standard with the car. The thing that gave him away was the LED lights mounted on the dash, and his uniform. There were alot of other things mounted on the dash such as the computer and other things that you'd normally would expect to see. They're getting sneakier by the day, L.O.L. The car also didn't have the tags that normally come on a cop car either. It had the usual everyday tags on it like you'd normally see. So what do you guys think of the new Chevy Caprice cop car?

Yeah the truly unmarked troopers here use new tahoes haha its insane.
Also, i think the caprice is going to be very good as well. Its better that its rear wheel drive and think that more agencies will go with it. It probably doesnt handle too much different either. And remember the dodge chargers and challengers now are going to be available as well so really i think its fair game for all
