George W's brother (his name is Jeb, btw) and, for that matter, the party they represented, were arguing not to count the chads. It was the cry-baby, faux environmentalist, former vice president, and self-proclaimed (though untrue) "inventor of the internet" Al Gore that campaigned for using outrageous methodology ("hanging chads", "dimpled chads", etc) when counting votes (but, then, only his votes, he did not ask for review of any of the Replubican ballots, and in fact argued in court against it). The Miami Herald vociferously championed this cause on their front page for weeks.

It was decided by the Supreme Court. The Miami Herald, in pseudo-altruistic fashion, used the Freedom Of Information Act and the state's Sunshine Law to obtain the ballots and complete the "recount" anyway. Nine weeks later, buried on page 6, was a four sentence article detailing the results of their 'recount': Gore actually lost Florida by more than 100,000 votes, instead of the less than 1,000 on the official record.

All true.

What it all came down to was the electoral votes. It was such a close race, that it came down to Florida, and whoever had the most popular votes there would subsequently claim the electoral votes and the election. Gore won the popular vote hands down, the Florida votes weren't going to change that, but Gore lost the election on electoral votes. I'm not a fan of the Electoral College, but in this case, I think it served America's best interests.
