The answer has been in front of them all along and they're too stupid to see it. Law Enforcement has pretty much stated they have lost the war concerning marajuana. 13 states have legalized it for medical purposes and the states collect revenue from taxes that they collected off of it. It brought some states out of bankruptcy which tells a huge story. How can something so simple and easy to do slip past people in office is beyond me.

legalizing marijuana would benefit so much. not only from the increased tax revenue, but it's supplemented by a decrease in spending for the "war on drugs"

No joke there man. Every time a helicopter is sent up to patrol a wooded area costs alot of money. In the show called "Marajuana Inc" which aired on CNBC, they reported an average of $100k spent just on the air patrols alone. That's just one state, and how many states do air patrols for marajuana now? It adds up real quick. Not to mention the fuel used, and the people involved in these patrols have to get paid so right there is even more money. It makes no sense of fighting a war in which you've lost. The law enforcement agencies also know this and I wonder how many people they've let go because of this knowledge.
