I think he partially blames the gun for it because it was on safety and still went off.

True. That's why I always say the best policy with kids and guns is to take away the mystery. Make it VERY obvious that they are not toys. I was introduced to guns at 3 via my Dad's .357 vs. watermelon (aka your head) demonstration. Made an impression. lol.
