Well its a 12 year old gun and the guy I bought it off of said he has about 700rds through it

OK that takes that problem off the table. No there is not a difference. 9mm Para, 9mm Luger, 9x19mm is all the same ammo.

700 rounds shouldn't even phase that gun. Have you stripped it down and cleaned it? I am sure that you have but just trying to eliminate possible causes.

Is it well lubed? Take the slide off and visually inspect the rails on the receiver and the slide, look and feel for burrs or anything that might disrupt the slide from seating properly on the receiver.

Ok. One way to find out. Take the gun place it off safe, pull the trigger and hold while racking back the slide and immediately releasing, make sure you pull it back all the way before releasing it. And then slowly let go of the trigger, you should hear an audible pop. If you dot hear the pop let me know.

Good thinking, Not sure why I was focused on the slide and hammer. If the trigger doesn't reset then the spring may be bad.
