I am attempting to change the wheels and re-paint the box, I can't get the rust off,
I have cleaned all the dirt out, then have tried sand paper and a grill cleaning brush that has metal and I cannot get rid of rust,
Any suggestions?

sand paper and a grill cleaning brush not good tools to use on a project like this....
you need:
Angle Grinder

and a wire brush wheel
FOR THE HEAVY STUFF

to smooth it out


This will take the rust away with ease. HOWEVER be aware that you may end up with holes depending on how advanced the rust is.
This is the method for taking rust off the frame of the truck as well.
