i built mine (magpul'd out though. $35-handguard, $12 trigger guard, $25 pistol grip, $80 stock, $30 backup iron sight) for $1000 and thats counting tools, and vice block.
Mike is actually the expert for ARs. But what you can do is find someone who is 21 (your dad) to pick up a stripped lower, buy a lower parts kit and some roll pin punches, and build the lower. Then go to bravocompanyusa and buy a full upper. Will be ~$800 when you're done unless you add magpul or other accessories
