They use a bank account to confirm you, With a check account routing number they will make two small deposits .01 to about .19 into your checking account then ask you to confirm the actual amounts they deposited. That validates you then you can add a credit card. This is somewhat like what I had to do after I closed a checking account and switched to another bank with them. During that process you can sign up for a extra level of protection, a card by VeriSign that generates a new security code for each transaction. PayPal has more info about this on their site but I have one. I think you can also link it to a mobile phone that will send you the code as a text message. If someone were able to swipe your CC # and login they would be blocked by using your account without this additional # generated by the card or text message to your phone.
