Ok, Hitch will work behind the factory bumper. You just have to possibly put a hole behind the plate. (can't remember if they are solid behind the plate or not)

Here's a pic of my 96 bumper...

...if the hitch comes out behind the license plate area, you'd need to do a little cutting, but it shouldn't be that hard.
