You can take pieces of the dash off but not the whole thing. I would use adhesihion premotor to help the bonding of paint to the dash. and depending if the paint you're using is single stage or basecoat clearcoat, that would determine if clearcoat is nessary. clearcoat will just add more thickness. once again clean very good before painting.

I painted my dash with krylon silver metallic as a base color and duplicolor blue metalcast over the silver. But make sure you clean the dash real well.
