Yeah I dont see why not. Mine was notched to lay 20's but I dont think Ill go that big now. bags on top/ bags on bottom shouldnt be the determining factor on if it lays 22's. I put mine on top because I wanted more lift/ smoother ride so I put the bag 2/3 up the bar (away from axle). If I put them on the bottom my tire would have been in the way. To lay 22's I would make your own lower bars. Put them on the side of the frame and make them 4+ ft. that way you get the bast lift and ride. 3ft sis too short. Ill get a better view of mine and put it in my album. let me know how it goes

Mine works great but if you can put your bags on the lower bars next to the frame. for whatever reasons I couldnt fit mine there so I put em on the top bars and it feels like it has a high center of gravity when I turn hard with it lifted.I also have my angled bars going from the sides of my axle and meeting up at a point on my new x-member. I did this cuz ranger transfer cases arent centered. If you can, try to put em going from the frame down to a point in the center of your axle.
