Exclamation Frozen shackle bolt

So im in the middle of replacing my shackles and i got the upper bolt that connects with the frame out but the bolt that holds the shackle to the leafs is frozen. I cut the thread side off, used a torch, cranked on it, used pb blaster. the whole sleeve moves with the bolt. It wont budge im ready to say screw it and buy a whole new leaf set. someone please help.

Well after all afternoon going through hell and back i finally got the bolt out. I guess after 12 years of driving they wernt ment to come out.

The bolt seizes to the metal sleeve inside the bushing. I had the same problem. Had to torch it out.
If you can't get it out with hand tools,

I sat there with a propane torch and it still wouldnt come out.
