I talked to my neighbor about installing the spindles with me and he said to research and see if I'd need axle shims....so I was wondering if I would need these axle shim things

Uh, no....
Axle shims are what is used to get a proper pinion angle after lifting the rear.

I think he means axle blocks, because the blocks will raise up the rear of the truck to even it out with the front.
