My friend's grandpa used to tow a 25' patio boat with his '02 4.0. The Ranger didn't have a trailer brake controller, so he used the stock truck breaks. I offered to let him use my truck( the F-150HD with a tow package and integrated trailer brakes with sway control. Not to mention an extra 150 lb-ft). They never did. Talk about lucky mofos.
I did convince them once to swap trucks at the ramp, since the Ranger "had bad tires" and was being pulled into the water by the weight of the loaded boat. Imagine their surprise when I hooked up trailer brakes and didn't slip at all.

Years ago, I used to drive I35 in Texas going to Laredo. Talk about "Beverly Hillbilly" contraptions!!! The Texas Troopers tried the best they could to stop the obviously unsafe junk, but there were/are only so many of them. 
I will add, the farmers up here aren't a whole lot better.
