If it is the just the drivers side regulator would it prevent both widows from operating? | Well if I understand what you wrote, I'd say you have a dead short in the driver side motor with a voltage drop like described. Thats why it blew the fuse.
Have you tried disconnecting the driver side and rolling up the passenger side , By disconnecting the driver side you should get full voltage to the passenger side window..
