Welcome. That's a common FORD problem. Every Ford (or Mazda) I have ever ridden in, been around or heard from a mile away (the power steering pump anyway) has had a power steering pump whine.

Welcome and as others are saying the pump whine is pretty common... I drove a B3000 from 95 till 2010 240K and noise but never a problem. One thing to check is to follow the procedure in the manual exactly to ensure someone not following the procedure didn't overfill the power steering fluid.

What I did to take care of mine was have it completely flushed. I took the pump completely off the vehicle and turned it by hand and added new fluid at the same time til it came out clear. I then replaced both lines and its been quiet since
