Default No Check Engine Light with Key in the On Position

Help! The state of Colorado won't test the emissions on my 1997 Ranger 3.0 xlt unless the check engine light comes on with the key in the on but not start position.

I just removed the instrument cluster and the bulb was burned out (it looked like anyway) So I figured I just take the bulb from a position I was not going to need (seat belt, or Door Ajar, etc.) plugged it in the check engine light position and plugged the instrument panel plugs back in.

No joy. Tried yet another bulb and still no joy.

Then I put the bulbs back in their original location ... now none of them work.

Any ideas please!!???

This is my backup truck because the other one popped freeze plugs a couple of weeks ago.
