Default A/C and heater problem

So heres my problem, when i turn the knob over to cold and have it set on the blower rather than the a/c the a/c still turns on and wont switch to the blower rather than ac, then in addition to that when i have everything off both heat and ac i still feel it at my feet whether its blasting heat or shooting the ac out. could really use some help here

Can you try that again, using sentences and punctuation, and order the words in a way that make sense. I have read this like 10 times and it makes no sense. I'm not trying to be a dick, it just makes no sense.

Ok sorry for the poor explanation ill try to explain better. Theres kind of two problems that seem interelated.

First: The ac does not shut off. When i flip it over to the blower not the ac the ac stays on and does not just blow regular air.

Second: When i have everything turned off, both the ac and heater, it stays on and blows the air at my feet. The air it blows is either hot or cold (ac on) depending on what the temp dial is set at.

I hope that explained it a little clearer and someone has an idea of how to fix this.

The AC operates in ALL settings except panel only and floor only. The terminology you're using is confusing. Are you saying that in the OFF position, air still comes out the floor vents?

The settings are off, panel only, floor only, defrost only, defrost/floor, panel/floor, AC, and Max AC. The temp knob is its own thing.

ok sorry i had the terminology wrong, didn't know the first part that it works in all the settings, and yes in the off position i still feel air coming out at my feet

The AC runs in all settings except panel only and floor only. Check that. When you put it to off, can you tell if the fan is still running too? Like, if you stop and aren't moving, does air still blow out the floor?

your first point about the ac checks out right, and if i stop and arent moving i dont feel the air and the fans not goin

Ok. So electrically everything is working properly. Sounds like one of the dampers is probably broken, it happens. Not sure the procedure to reach it on a 98 but it is a pretty simple thing I think.
