Default drain holes in door panels

the other day after a very heavy down pour, i could hear water sloshing around in the passenger door. i stopped, looked under the door and saw a plastic plug a end of the door. i pulled the plugs out and the water rushed out. i checked the drivers door and found that someone had already loosened one side of the plugs to let the water out.

question: are the plugs supposed to have slots in them to drain the water or do you just remove and trash them?

they are located under the door at the front and back; the black plastic plugs are about 3/8" wide and 1-1/2" long if there. if not you should see slots in the bottom of the door panel.
