Default Seatbelt won't latch

So my passenger seatbelt doesn't like to cooperate. the button presses in and binds in the down/open position, preventing the belt from latching. It eventually comes back and latches with a little wiggling.

I was going to try some graphite lock lube. being part of the seatbelt, I'm hesitant to spray a bunch of oil in there (I don't want that working out on the seat, or my passengers)

try taping or rubber band a ziplock bag around the base of the seat belt(cut a hole in the bottom of the bag acting as a funnel), spray in some wd40 make sure you use the nozzle extender and see if it works. If it leaks into the baggie try using a shopvac to suck most of it out or paper towels

Upon further inspection, I found that the buckle was gummed up with something, as if something was spilled in it. So I ended up taking a slightly different approach, and used some carb cleaner from both ends of the buckle–with a couple rags in place to catch the runoff and any overspray. The buckle now functions smoothly.

Clinton, thanks for the ziploc/tape suggestion on reducing a potential mess.

A few websites denied such..but many others say that is so. So I'd think the lifetime guarantee may be so,..but on the other hand is it the manufacturers fault that over the years a few coffee's got spilt into the seat-belt latch..or similar which could cause the latch not to work properly anymore? I thought I'd read that all emissions related components were guaranteed for 100,000 miles with no time limit. A bit confusing the following attachment is but it is 8 years or 80,000 miles for most,..but a lot less for a few things. A long time ago with my previous, 1987 Ranger, I had the same problem with a seat belt latch not working anymore. A new seat belt was no longer available for it and the local Ford dealer fixed it by locating a matching set (exactly the same including the color) from an auto wrecker..only needed one but bought 2 due to the circumstances. I just recently got rid of the unused/used one since I had no use for it. So here is the EPA's emissions page;
