Default Crappy painted plastic

Is there a way to take off the paint that someone did on my bezel?
They did a really bad job painting it red.
It's chipped and uneven... just looks bad.

Any tips?!

Is there a certain primer and paint I should use?
I'd like to paint it back to black and make it look better.

Do you think I could use a little paint thinner to remove the old paint?
Or would that mess with the plastic?
