The dash is made of that vinyl over foam core & the fusion paint should work.... you might run into what happened to me when I painted my armrests...
I cleaned the armrests very well, sprayed several light coats of fusion, let set for a while & installed. It was still a little tacky, so I let it set a day, then a week, then a month, then 5 months... it was still tacky!!!
I had to remove the door panels AGAIN, remove the armrests AGAIN, clean off the gooey paint crap & paint AGAIN with the vinyl & fabric paint.
It dried in a day & looks great... although I did manage to scrape a spot in the pass side door down the gray underneath (and I haven't had time to touch it up).
The vinyl paint was just a few bucks more than the krylon fusion (from the local auto parts store) and I painted both armrests with several coats & only used about half a can.
I'd guess it would only take 2 cans or less for the dash.

Just search these threads for Krylon Fusion and see how many people use it and how well it works. Not to take away from Duplicolor, I hear good things about that too, but I know Krylon Fusion paint works splendidly...

Do not spray the dash it is still in the ranger, Take it out, seriously 30mins top and my dash is out, I have done this a dozen times, also if you want great results, than take it out, sand it down with 250-300 grit than 1000-1200 grit, for smoothness, than spray a great adhesion promoter, no need for primer, and than spray your color of choice using semens spray paint for vinyl/fabrics

dude. its just two simple bolts underneath the radio bezzle to take that off. you need a socket wrench that will fit the size bolt.
