Question '90 Cluster Issue Tach Failure

My tach works up to 2000, then sticks and doesn't work till around 4500.
Could this be a wiring issue or just my cluster failing? My temp gauge doesn't work, but when I turn on my accessory power, it does move slightly, but when my truck is running, it stays at cold.

Would it just be worth it to get a new cluster, or is this a cabling issue?
