There treatments that convert rust to primer if you are looking for a quick fix. It really depends on what you are looking to do. Nothing beats sanding, primer and painting though.

I have been using a product, a spray, called "Rust Converter". Recently I had an old rusted tractor which was beyond my ability ($$$$) to have professionally done so I just brushed the rust off, cleaned with varsol and then sprayed with this product. The rust turns black and provides a surface for painting. It has been a year now and I have had no reoccurrance of rust. It is available in spray cans and also in liquid form. Just get the surface rust off and use this stuff and then paint. You should also stop whatever is causing the rust in the first....keep the moisture away!!!
