It is at too much of an angle upwards and my arms are bent at a sharp angle.

You cant. They didn't start making the adjustable steering wheel for the ranger until 2004 I think. And then it was only on the Edge and Sport Packages.

I can move the steering wheel on my 94?

I used to drive a family members 2000 Ranger, It took me awhile to find the adjuster thing.

It should be there.

a tilt steering wheel has been around since the first ranger, just not all had the option

On the left hand side of the steering column just below the turn signal lever there is another little round lever pull it toward you and adjust the steering wheel to where you want it and release. Thats if your truck is equipped with tilt steering.
