Default Airbag Code 27

My airbag light is blinking a 2 7 code. What does that mean? I removed the seats and cleaned the connection to the driver seat and still the same thing. If this light is on, the truck wont pass inspection, will it? The connection was clean to begin with but I cleaned it and scuffed it a little with a small file. Not sure what to do from here. I haven't checked the fuses yet so I guess that is the next thing to check. Thanks in advance for any help.

I did some more research. I guess I should have looked a little first. But anyway I saw on FRF that it is the PAD light. What bulb is it ? Is it a complicated job? Will they inspect it with this problem? Sorry lots of questions.
