Default 95 Ranger has no heat

I have a 95 Ranger 4 cyl which just blows cold air. Heater hoses are very hot as well as radiator hose. Just had radiator and thermostat replaced. I was having the same issue last winter. Checked hot/cold temp control switch and it moves the blend door behind the glove box (I think). I have checked everything I can think of. Vacuum hoses seems to work correctly. I have also changed the heater valve twice over the last couple of years, could my heater core be plugged? Gauge show hot.
