The #10 relay wasnt there. I tried it with #8 and all the lights worked except the fogs?

Ford changed the way the fog lamps were wired several times in the late 90's and MIGHT even have done a midyear change on the 2000's. There has been feedback saying that some 2000 owners have done the "bent pin" mod successfully. However, the 2000 Ranger Wiring Manual (printed August 99) shows it as you have described and the bent pin mod cannot work for that arrangement.

For the bent pin mod to work, there must be 2 relays associated with the fogs. One is called the Foglamp Relay and the other is the Foglamp Isolation Relay and it is the second one that gets the bent pin. Single relay systems do not have the Foglamp Isolation Relay.

If you have only one foglamp-related relay, bending the pin will kill the fogs completely. With a single relay setup like yours appears to be, a jumper wire would probably be needed to use the parking light trigger instead of the low beam trigger for the fogs. This is the method used for 95~98 Rangers that also use a single relay.

Well I guess you learn something everyday lol thanks. Is there a thread on how to do it with the older rangers?

93~94 Ranger:

From the factory, the red/black to the foglamp switch is powered from the low beam contact of the Multifunction Stalk Switch. That's why the fogs work only with the low beams.

If I wanted the fogs to work whenever the highs or lows are on, I would disconnect the red/black from the MS and tee it into the solid brown wire of the parking lamp circuit instead. This should allow the fogs to work whenever the lows, highs or parks are on provided, of course, that the foglamp switch is also on.

(The solid brown park lamp wire is available at several locations like right or left, front or rear parking/running lights, license plate lights, etc. In the interior, its source is the headlight switch - the problem at the H/L switch is that there are two separate brown wires in the connector and they have different functions. The solid brown park lamp wire is the one near the center of the H/L switch connector and should go to terminal "R".)
