Im under the impression I need a vacuum machine to fill my cooling system (2002 2.3L) Is this the only way to fill my cooling system? I tried once before with no luck. I do have a radiator pet****. HELP!

what makes you think it needs fluid it should suck it from the overflow as it needs it

There's a whiteish drain plug that looks like a big bolt in the bottom of the radiator. That's how one drains a radiator. And on your model yes. You refil thru the overflow tank.

I know on my jeep there's a spot where the upper rad hose goes into the engine, there's a bolt that you put a big Allen key back that screw off and it releases the air lock

been reading thru some of my old threads and wanted to say, I now replace the coolant by pulling the line running from the engine to the top of the resevoir just pull the line off the engine and place a replacement line over the fender and into a bucket. then run the engine and add your new coolant into the resevoir. it takes awhile but it works.
