Seriously, keep them if you plan on lifting. If not lifting, remove them.

Off will make it look higher off the ground, on makes it look cleaner IMO for some reason. I guess it shows that you have options on it. Oh and i guess function if you plan on lifting... Not important

Off if you don't need them. They attract too much dirt and snow/salt up here in MN and leads to very early rusting

That's why you take them if for the winter and put them back on in the summer
