Default Water leaking into pass side above fuse panel

OK, FRF friends.

Water has been leaking into pass side by fuse panel. I have wrapped fuse panel to prevent water from getting on it.
Thoughts were windshield leak or from cowl area. When truck is parked on a grade and engine is higher, I get water in. When engine is lower, only a few drips.
So, I am thinking the windshield is OK, because it was a hard rain either way the truck was parked.
The water is coming thru some soft foam that is in front (closer to engine) of the antenna wire dropping down from the cowl area.
Perhaps there is some sealant has broken down and allowing water to pass?
I took the right fender off, and removed the rubber deflector that can hold debris in the cowl area. There is some gasket type material that is breaking down. It is difficult to get to thru the small opening. Has anyone ever increased the size of the opening to access that area? Also, about 4" in is a piece of metal. What is on the other side of that piece of metal? Could there be more gasket material that is breaking down?

Any suggestions from experience would be appreciated.

pass side? my fuse box is on drivers. If it is passengers side, have you checked coolant system? Heater core is in that area and could have a leak.

Yep, the fuse panel behind the kick panel on the passenger's side.

I am sure that it is due to water getting in from rain, as I have used a water hose to mimic.

The fuse box under the hood is on the driver's side, but that is dry - no issue.
