Checked the throttle and the line that goes to. everything seems good.

Had the same problem with my mustang, ended up fixing it by replacing my throttle body lol...the real cause was how dirty the old throttle body was, it wasn't closing all the way

Yea, there is a spring that pushes the pedal up and if its sticking no way for the pedal to go back up

start by removing the linkage at the throttle body and operate it by hand if it sticks you know its the trottle body, if not check the cable work your way back to the peddle. throttle bodies have bearings that can dry up. not repairable.
