Default 96 ford ranger timing issues

My timing belt broke while driving. How do I put everything in time. I have seen how to replace the belt after putting the timing in tdc. But I can't find anything on how to make sure your in tdc and and then make all the timing adjustments of the sprockets. I need to know how to time from scratch.

There are only two things that need timed, the crank and the cam. On the timeing cover is a pointer, and a mark on the harmonic balancer, line them up befor you pull it off. After you pull it off you will see a dot on the belt driven gear, and a mark on the housing right behind it. On the cam, look beside of it on your right side, at about 3:00 oclock, you will see a half of a diamond, and on the plate right behind the pully will be the other half of it. Line them up and you are in time, the other pully down lower is the oil pump drive and it will be ok.

Ok. I moved the plate on the harmonic balancer. I believe this plate that has notches in it is for the crankshaft sensor. Is this plate supposed to be in a certain spot on the harmonic balancer? Or a better question is what is telling the engine to fire?
