I've sat here and tried to knock it off like most drums but only the top half of the drum moves and not much. There are some bolts behind the drum but none of them are holding it on. How does it come off?

you can try taking a hammer and smacking the front of the drum on the top and bottom to make sure all the dirt and brake dust is off and not wedging it on there.....

make sure your parking brake is off.
