Default 1999 Ranger 4.0L squirting power steering fluid

I am squirting power steering fluid from what appears to be out of the cap of my power steering pump. My mechanic says this is normal for this style pump. I find this hard to believe, as it makes no sense. Last night it was squirting out so bad that I had puddles sitting under my truck. The truck has never done this in the 12 years I have owned it, and the truck is very low mileage......35,000. I find it hard to believe that the pump has gone bad with such low miles and as stated earlier, it seems to be coming from the cap. The power steering fluid is squirting out with so much pressure, it has soaked the master cylinder and a rectangular black box to the right of the master cylinder. Any help would be greatly appreciated.
