Default spare tire assembly

Hey I just bought a 2006 3.0 ranger. Its a great truck but the spare tire assembly is broken or missing. The guy had the spare tire just sitting in the bed. I looked at the assembly under the bed and theres a cable hanging down with a handle looking thing that looks like you can use it to secure the tire down under the bed. The guy said it was broken but what am i missing? Should the cable be hanging down?

In your spare tire/flat repair assembly kit ,
You have a "L" shaped handle and an extension rod.
Stick the slotted end in the hole in the rear
Of your truck( just above your bumper)
If you turn clockwise ,the cable should wind up
Opposite to lower
Than your spare is held by the flat handle connected
To the cable
See if that works first. A new assembly costs too much
At the dealership,but you could scavage one from the JY

Ok so I was able to wind it up but I can seem to get the handle connected to the cable off of the cable. There's a spring below the handle on the cable. The handle should just twist right off shouldn't it?
