Default Ignition question

My sister was driving my truck yesterday and called me up saying the key won't turn. I got a ride to the truck and can not get the key to turn at all. The steering wheel is locked and will not turn.

My question is, on the 95, when you turn the vehicle off, is the ignition in the lock position? Or an off position? Can the cylinder be removed by having the ignition in the lock position and pushing that release pin (I saw this in the How to forum (?), I did do a search for Ignitions before posting this)

If the ignition is not already in the lock position, how would I remove the key cylinder assy with no key? Because the thing will not turn at all.

you can try squirting some dry graphite [lockeze] in there and sort of bounce the wheel back and forth left to right, but sometimes the lock cylinders fail and nothing short of replacement wil solve the problem
