Default Whining noise when driving

Hey guys, I just bought a gorgeous 1990 Ranger XLT 4x4 w/ 5-spd manual, v6. It is in really good shape for the year and I got it at a great price - the only issue is this: There is a whining sound coming from the passenger side of the car when I drive it. The sound is not there in idle, it does not happen when I shift, only when the wheels are moving and I can tell it is coming from the passenger side. I was thinking it may be rusty rotors? Wheel bearing? Any thoughts? Thanks for the help!

It could be a dried out wheel bearing seal.
