Default Recharge A/C

I have a 2000 Ford Ranger XLT 4.0
Today we tried to add some r-134a refrigerant since my truck has a small leak and is a little on the low side but not anything to worry about yet.
Anyways we added one 12oz can of refrigerant but the pressure never passed 25 psi, where it started.
From what I have found it requires about 26oz, so my question is shouldn't I have seen some change in pressure, or do I have a faulty gauge?
Any help or advice is welcomed.
Thanks in advanced.
