Default More power steering..

So I changed my power steering fluid about a week ago, and there isn't any leaks in the system. The pump does whine a bit, does this mean that it needs to be replaced? Some people say that Ford made it so that when this happens it's time to replace the pump. My truck is a 93', with an origianl steering pump, and after putting my 33's I notice at very low speeds when I turn it feels a bit clunky, not just at stand still, it's smooth then with the slight whine, and turns nice over 20km/h.. any thoughts??
