Default 1994 Rack & Pinion Steering - Powered or Not?

I will probably be closing the deal on a 1994 Ranger short bed with 105,000 miles for $3100. I liked everything about the truck except for the steering. It was not as hard as a vehicle with the power steering gone out by any means, but it was a lot tougher to turn the wheel than it is on the 1993 Mazda truck I'll be trading in.

I've checked the specs on a couple of sites and under steering they both just said Rack & Pinion.

This is really not a big deal since the truck was still pretty easy to drive, but does this sound normal?
