found them on a parts warehouse site, motor craft plugs, wires, and a k&n drop in filter for $134 shipped, Good deal?

Plugs and wires never hurt but they may not be a problem. Your describing a problem that isn't a problem. It's design. The rev limiter does exactly what you describe to prevent you from doing exactly what you're doing. I doubt there is anything wrong at all.
Why do you need a K&N?

I dont "need" a K&N, the guy i bought the truck from said it probably could use a tune up so to me that means it needs a tune up, already changed the oil, now I "want" a K&N cause I like K&N and i havent seen any bad reviews from them, and i want to change the plugs and wires because i dont know how long it has been since they have been changed and the truck has 94k miles on it so it seems like a good time to do some basic tune ups

Like I said, plugs and wires never hurt. If they're original, they're definitely due. I'm just saying that the problem you're describing has nothing to do with plugs and wires. It's just the computer doing what it is supposed to do. I'm not saying don't do a tune up. I'm saying don't expect a tune up to change it.

FireRanger is corect.Do the tuneup but the rev limiter will still do it's job.As it should.

buying a K&N intake is a complete waste of money, but I go ahead and stimulate the economy if you want to.

i dont think cai are a waste of money at all, i have 2 trucks with em and my brother inlaw has one on his dodge, and we both agree that we felt an increase in throttle response and acceleration

+1 i just had to do this, i had to breaker bar out each of the plugs, the last guy who owned the truck put them in their a little to tight.

Since on a Ford Ranger, the intake is not a restriction and already drawing fresh air from the outside, adding an aftermarket exhaust or fancy filter will not gain you anything. There lots of the more useful things you could spend the same amount of money on. Anyone who claims it gained them performance is either lying or it is all in their head.

Not a pain if you are bodylifted
I do know what you mean as well I hated doing it before.
If you want a K&N filter get one. Be sure to clean you MAF sensor every time you clean the K&N filter.
