brake issue

Hello,
I'm a new member with my Craigslist's Special 98 Ranger Single Cab w/t. It has 229k miles with a V-6 auto 2wd. My g/f and I purchased it because we close on our house at the EOM.

My question...

I notice a shudder when braking very similar to warped rotors. While on the hwy and light braking it feels as if the truck is falling apart. I noticed when i tried to set the parking brake it would barely set with one click. i was wondering if a mis adjusted e-brake could be the culprit? Ill be taking the wheels off tomorrow to inspect the rotors.

Small side note, the shudder seams to get better if i brake hard....
